Basics[]

There are so far only 3 network operators in the Philippines.

  • Smart Communications ( including TNT and SmartBro); mobile phone numbers starting in* 0907-12, 0918-23, 0928-29, 0942-4, 0961, 0962, 0969, 0998
  • Globe Telecom (includes GOMO, TM and Cherry Prepaid); mobile phone numbers starting in* 0905-6, 0915-7, 0926-7, 0935-7, [[1]], 0976

Globe had been slowly gaining on the market leader Smart since 2012 when Globe had only a 32% market share. However, over the past years it has closed the gap. Globe finished 2016 with 66.6 million subscribers compared with Smart’s 62.1 million, giving Globe a 52% market share and Smart 48%. This is remarkable as Smart holds 290 MHz bandwidth and employs 12,000 BTS while Globe only 210 MHz and 7000 BTS in 2017.

'Third provider: Dito Telecommunity (MISLATEL)'[]

In 2018 a third national provider was selected to fight the duopoly of Smart and Globe: Mislatel for Mindanao Islamic Telephone Company is a joint venture of Filipino businessman Dennis Uy and China Telecom which has been appointed the Philippines’ New Major Player (NMP) or third telco backed by President Duterte who promised to break the duopoly. Mislatel has committed to increase basic internet speed to 55 Mbps and cover 84% of the country’s population over an initial five-year period, through total investment of around US$ 5 billion.

Mislatel was formally issued with its certificate in July 2019 paving the way to challenge the might of de facto duopoly of Smart (PLDT) and Globe Telecom. Mislatel announced its intention to rename as DITO Telecommunity Corp. It commenced mobile network rollout from summer 2020. It's expected to get its first subscribers from populated areas like Metro Manila, Cebu and Davao in trials as early as November 2020 followed by a commercial launch in march 2021. The company is now live in some area's and expanding.

Frequencies[]

2G-GSM/EDGE is on 900 and 1800 MHz, 3G UMTS up to HSPA+ on 850 MHz on Smart and 900 MHz on Globe and mainly on 2100 MHz on both networks. 4G/LTE started in the Metro Manila and has been extended to other cities so far. For 4G/LTE Smart uses 700 MHz (28), 850 MHz (5), 1800 MHz (3) and 2100 MHz (1); Globe uses 700 MHz (28), 1800 MHz (3), 2300 MHz (40 in TDD-LTE) and 2500/2600 MHz (41 in TDD-LTE). Meanwhile, Dito Telecom operates only on 4G Bands, using 700 MHz (Band 28), 2100 mHz (Band 1), and 2500 mHz (Band 41)[4].

Coverage and speed[]

The Philippines has long been notorious for having one of the slowest internet connections in the world and mobile internet had been no exception. The situation is improving however. The overall median mobile internet speeds as at October 2023 are 28.3 Mbps (download) and 6.8 Mbps (upload).[5][1]

2G covers all inhabited islands but is practically useless for data transmission (even for WhatsApp) because of congestion. On 3G you only get data speeds comparably to other southeast Asian countries in Manila and a few provincial capitals. Generally the 3G coverage is somewhat patchy and speeds are often quite poor. 4G/LTE coverage isn't nationwide and mostly exists in greater urban areas so far. In fact, Open Signal writes that 4G is only available to 72.4% of the country.[6] Both Globe and Smart have pledged to cover 95% of population with 4G/LTE by the end of 2018.

In the Philippines, there is a constant dispute, which network is better: Globe or Smart? In terms of coverage, it depends on which area. In most places (outside of Metro Manila) only one network is useable for data and this changes regionally. For instance, on Boracay, Philippines' premier summer vacation spot, it's Smart. While on Baguio City, the country's summer capital, it's mostly dominated by Globe and Smart's signal is weaker. Even indoors, some providers are stronger than others. In terms of speed, Ookla reports that Smart is the fastest at 33.4 Mbps (based on data collated through to the 1st quarter of 2023).[7][2]

If you need data at one particular spot, ask locally which one to choose.

In 2016 the Philippines House of Representatives has requested Smart and Globe to explain, why the Filipino people 'are not receiving the quality of service that they deserve'. Smart and Globe will also have to 'show why they should have the privilege to keep their franchises despite the same'. The President Duterte has now threatened to break up the duopoly in the wake of persistent criticism of the Philippines’ slow and expensive internet services: 'If you do not do it right, you wait, I’m going to China. I’ll open up everything for competition. I’ll just open up everything,' the president warned. So we might soon see Chinese companies competing on the Philippino market.

In the meantime travelling through the Philippines you may think of getting two SIM cards like locals do. The start-up price is minimal and you can always try which operator works (better) at your place. This leaves you with the problem which SIM card to load up for data.

In 2017 the search for a third and possibly fourth operator is under way. The new entrant to be selected needs to invest PHP 30 billion (US$ 596 million) in the first two years to deploy a network, and would need to build at least 2,000 to 3,000 base transceiver stations (BTS) nationwide to break the duopoly of Smart and Globe.

In 2018 both operators launched massive 4G/LTE expansion programs to meet the target of the National Telecommunications Commission to provide 4G data services in 90-95% of the country’s cities and municipalities by the end of 2018. As at 2023, Speedtest.net reports Smart offers LTE to 92% of its subscribers (figures have not been released for Globe).

As at mid-2020, both Globe and Smart have rolled 5G out to a small selection of places in the country. Unlike many other countries, 5G is generally available to their prepaid customers for no extra cost. Smart's 5G speeds tend to clock in at over 220 Mbps whilst Globe is at 118 Mbps.[1]

Registration[]

Republic Act 11934, or the SIM Registration Law makes SIM card registration compulsory. This is done in a bid to facilitate criminal investigations involving mobile phones and deter crimes involving the same. Registration opened on 27th December 2022. Since 25th July 2023, all existing SIM cards need to be registered. At the moment, there is no limit as to the number of SIM cards an individual may register but note the registered user is assumed to be liable for any illicit activities traced to his or her registered mobile numbers.

The specific procedures vary slightly by telecom provider but you need a government-issued ID, details of a legal residential address in the Philippines (e.g. your hotel's address), an internet- and camera-enabled device, and an internet connection (tethered from another device or connected to a WiFi network) to proceed. For foreign visitors, this means a copy of their passport along entry stamps or visas, a copy of return or onward ticket out of Philippines, and a proof of address. The proof of address in the Philippines can be a letter from hotel, a booking confirmation of a hotel, or an affidavit prepared by the friends you are staying with. Most registrations will be done over the Internet (with live verification techniques deployed, which include taking a selfie and photographs of your ID and other documents) and not through dealers where the SIM card was purchased, except for official stores of the telecom companies you find in the malls.[3]

The SIM card that most foreigners will use will be valid for 30 days only (which is the initial period most foreign visitors to the Philippines are admitted for). Thus, topping up for a 30-day period in the middle of a SIM's validity will practically be useless unless the initially purchased bundled data, minutes, and SMS run out early. However this initial period of 30 days can be extended upon uploading evidence that the Bureau of Immigration has granted a visa extension to you.

Foreigners who hold longer-term visas or residence permits (i.e. ACR Card or DOLE cards) will get the same validity applied to their SIM cards that Filipino citizens enjoy upon submission of those ID documents.

Reloading[]

One of the easiest ways to reload (top-up, recharge) your credits after the initial credits are used up is to through the mobile provider's official app. In there you use a debit / credit card (foreign VISA or Mastercard are usually accepted) or a partner e-payments platform (e.g. GCash, Maya). You can also top up via the apps of selected local banks and other e-payments platform. You can either top up your main balance (also known as regular load) or pay for a package (one with inclusive data, calls, and/or SMS) directly through the aforementioned methods. Your regular load can be used to pay for calls, SMS, and data at default pay-as-you-go rates or to purchase packages. If your regular load balance is not sufficient, you can combine it with debit / credit card or e-payments.

For cash top-ups, proceed to sari-sari stores and retailers that offer a reloading service, provide them your number and a certain amount you want to top up, pay the required amount, and they will send you credit within a few minutes. These are ubiquitous and as long as you provide them the correct mobile phone number, your credits are good to go. If you know of anyone using the same provider as you, you can ask them to share credits with you.

Alternatively, reloading cards starting at ₱100 are available at sari-sari stores and major retailers. You scratch off a code and depending on the provider either text or dial it and send it to a designated number.

You might want to use Lazada as at the point of writing, this was the only external site found (apart from the official apps) where you can reload your SIM without additional cost (and actually save 5% on your load value) via credit card.

Smart Communications[]

Smart Communications by PLDT Inc, is one of the two leading providers in the Philippines with more than 70 million customers on its three brands Smart, Sun Cellular and Talk 'n Text. It was the first to start 4G/LTE in 2012 in Manila and expanded it now to other cities. According to Speedtest.net, 92.00% of Smart subscribers have 4G service during Q1-Q2 of 2023. For 4G/LTE Smart uses 700 MHz (28), 850 MHz (5), 1800 MHz (3) and 2100 MHz (1). Expected download speeds on Smart are somewhere between 27.2 Mbps (by Opensignal, October 2023) and 35.56 Mbps (by Speedtest, November 2023) but these can get faster in larger cities.

Although Talk 'n Text and Sun Cellular are under the Smart umbrella, this section focuses on the main SMART brand. Starting October 21st, the Sun Cellular brand (which had previously been a competitor of Smart with its own dedicated infrastructure) is being dissolved and customers are being migrated over to Smart.

Availability[]

Their usual prepaid SIM card is available practically at every street corner where you see their sign. Start-up price is around 40 Pesos with 300 MB and another 700 MB when you top-up at least ₱30 within 3 days of activation. All new SIM cards include 5G now. Smart also offers a standard eSIM for ₱99, which includes 2GB for 3 days. Activation or registration of an active SIM card can be done through the Smart GigaLife App, by visiting the registration website (make sure your SIM card is in and connected to receive the one time pin (OTP)) or by visiting an official Smart store. Getting an eSIM is not recommended for iPads at the moment as the registration process requires access to SMS for activation codes.

Reloads[]

Recharges (loads) are available all over the Philippines on every street corner. They use an electronic reloading system in which the merchant uses a special SIM card (retailer's SIM card) or terminal to transfer/recharge credits (also known as e-load) into the subscriber's account. Minimum top-up value is ₱15 plus a minimal fee of ₱1-3 for the merchant.

Top-up is available via the GigaLife app (you need to register your mobile phone number). At this time, foreign debit/credit cards are accepted and the minimum load that can be topped up here is ₱50. You can either top up regular load or packages directly using this method. If you have Maya, GCash, or access to local banking apps (all of these available only to Philippine residents), you can also top up there.

In addition, SMART offers Pasaload whereby SMART subscribers with a sufficient balance and/or qualifying plan (if postpaid) can transfer some of their credits to a prepaid SMART subscriber. They can also send packages/bundles to another SMART subscriber. To use Pasaload, subscribers simply text <cellphone number><space><package keyword> and send it to 808.

As third party alternative payment portals to reload phone numbers you can refer to SwiftRecharge.com. It is not cheap as domestic reloads but gives an options to reload any prepaid number from any part of the world. As payment methods the portal accepts any debit and credit cards along with crypto currencies such as Bitcoin, Ethereum and USDT.

Following Globe in 2018 Smart has announced that all prepaid loads will have a validity period of one year from now on. To check your balance text '?1515' to 214, enter 214# or *121#.

Purchase of packages is done via the Smart (formerly GigaLife) or Maya app. You can either purchase these packages directly with a debit/credit card or linked Maya account or have it deducted from your existing main load balance.

SMART also offers packages where access to selected apps/websites will be subject first to a separate allowance for a certain number of days (usually 1- 3 GB per day) from ₱50. These are called GIGA packages. They come in different variants:

  • Giga Video - websites/apps for streaming (Youtube, iWant TFC, NBA League Pass, Cignal Play, Giga Play)
  • Giga k-video - dedicated allowance for Youtube and Viu
  • Giga Games - dedicated allowance for selected gaming apps
  • Giga Stories - dedicated allowance for Facebook, Twitter, Instagram, TikTok
  • Giga Music - dedicated allowance for Apple Music, Spotify, and YouTube
  • Giga Study - dedicated allowance to Youtube, Canvas, Microsoft Office, Microsoft Teams, Google for Education, Neo
  • Giga Work - dedicated allowance to many productivity (G Suite, Microsoft Office 365), video conferencing (Webex, Google Meet), instant messaging apps (WhatsApp, Viber), and e-commerce (Grab, Lazada, Shopee, Lalamove, Maya) websites. Also available with unlimited all-net calls* and texts
  • Giga pro - same as the above but provides 3 GB per day for 7 days to the respective dedicated websites for ₱199.
  • Giga Power - provides 2 GB of data per day for a certain period for all websites plus an extra amount of data to use anytime.

  • Double Giga - Provides 2 GB of data per day to Giga Video, Giga Stories, or Giga Games (depending on the user's choice) for the same price as the 1 GB of data per day to those same websites.

Mixed combo packages[]

SMART also offers bundles that are inclusive of some free minutes and texts. However, these free minutes labelled "all-net" may only be used to make calls to mobile phone numbers (i.e. those with a prefix of 09). Currently there are no bundles that include free minutes to landlines, calls to which will be deducted from the main balance at regular per-minute rates.

SMART Bro and Data Card[]

SMART Bro is SMART's dedicated data-only service. Like the main SMART service, SMART Bro is available in a prepaid variant. The data-only packages outlined in the previous sections can also be availed on SMART Bro SIM cards.

One can avail of the packages using the Smart and Maya app. To register your SMART Bro sim card on Giga, you need an existing SMART or Talk ‘N Text number linked to your Smart account. A one-time six-digit passcode confirmation will be sent to the SMART/Talk ‘N Text mobile number which you should enter on the Smart app when prompted.

In addition to the packages outlined in the previous subsections, SMART Bro also offers several packages with unlimited data: Unlidata 599 and Unlifam 999. Both packages are valid for 30 days but the former is intended for individual use and has restrictions on what devices it may directly be attached to. You can also purchase a SMART Bro Rocket SIM which comes preloaded with one of these packages (usually available in shopping malls and SMART stores, please make sure you ask for the Smart Bro Rocket SIM).

You can also the cheaper Unli 5G package. However, you need to be in an area with a strong 5G signal and be using a 5G-capable device with the 5G functionality enabled. Otherwise, any data usage on 3G and LTE will be charged to a separate allowance (see below). Take note that only selected areas have 5G coverage (most of NCR, parts of Cavite, Pampanga, Baguio City, Cebu, and Davao City).

From ₱995, you can purchase an LTE Pocket WiFi gadget which you can insert your SMART Bro SIM into. This includes 10 GB of data to all websites. Managing the device and your SIM takes the form of connecting to that hotspot, opening a browser and typing the link stated in the manual. The SIM (or account) can also be managed using the Giga app. This LTE Pocket Wifi device is available at SMART Wireless Centres and leading electronic stores. You can also top up SMART Bro prepaid SIMs through other avenues where one can top-up the main SMART SIM cards including the Giga app; however, please specify that you wish to top up a SMART Bro account.

Overseas calling[]

The default calling rate is US$0.40 per minute (converted to prevailing ₱ rates) to major destinations (including most of Southeast Asia, Hong Kong, Taiwan, Japan, South Korea, the US, Canada, most of Europe, Australia). However, users can purchase a special ₱50 Sulit IDD from the SMART app to avail of lower per-minute rates to selected destinations. Roaming[]

You must have a minimum of ₱100 to use the Roaming service and must obviously have much more to purchase your preferred package. Text ROAM<space>ON to 333 to activate it before you leave the Philippines. For prepaid users, voice calls are only included in selected countries. Once you are in your destination, enable mobile data and log on to roam.smart.com.ph to choose the appropriate package.

Talk 'n Text (TNT) is SMART's brand that is geared towards the mass market.

TNT thus uses SMART's network. The TNT SIM card is available from most places where a SMART SIM is sold and are registered and topped up in a similar manner. Globe Telecom[]

Globe

Globe Telecom is the main rival of Smart in the Philippines. It is 1/2 owned by Singapore Telecom (SingTel) and has more than 40 million customers. 4G/LTE is available mostly in city areas so far: 4G/LTE coverage list on 700 MHz (28), 1800 MHz (3), and 2500/2600 MHz (41/TDD-LTE). Median download speeds on Globe somewhere between 17.7 Mbps (by Opensignal, October 2023) and 22.42 Mbps (by Ookla Speedtest, November 2023). 5G is also available in selected areas of major cities: 5G coverage list.

Availability[]

Their prepaid SIM cards is available practically at every street corner. It is sold for a minimum of 40 Pesos. Now most SIM cards are 5G-enabled. You can swap an old 3G SIM in a Globe store for free to a new one, depending on the branch's availability. Registration of the SIM card can be done by visiting the registration page.

Prepaid SIM cards come with a free initial 70 MB data volume allocation valid for 1 week and initial activity period is 2 months.

You may adjust your APN configuration manually, if data doesn't work.

Reloads[]

Reloads are available at every outlet of Globe all over the country from ₱10. Most retailers sell it at an extra charge of ₱1-3 because they use the share-a-load feature which is charged that amount to their main balance. There are also reload vouchers available in malls in denominations of ₱50 (TM only), ₱100, ₱300 and ₱500. They are also available via the Globe app and apps of popular e-payments platforms and local banks.

Globe Telecom has announced in summer 2018 that it has fully complied with a Memorandum Circular extending the validity of all prepaid load to one year. Effective 5 July, all Globe and TM Prepaid loads, including those with denominations below PHP 300, will carry a 1-year expiration period. Back in January, Globe and other carriers started implementing the 1-year expiration period for prepaid load worth PHP 300 and above.

GOMO! (MVNO of Globe)[]

GOMO! is one of the newest mobile virtual network operators in the Philippines that uses Globe's infrastructure. It is focused primarily on offering mobile data without expiry dates. One of its initial offers is ₱399 for 30 GB of data that does not have expiry. Alternatively, GOMO! offers ₱599 for 25 GB of data, 100 minutes of calls and 500 SMS. Unlike Globe and Smart, the minutes include calls to landlines. By using the GOMO app, some of the user’s GB of data can be traded in for certain perks (including additional call minutes and/or SMS, e-vouchers for use at various e-commerce platforms). Check back around the 15th and 30th of the month (pay day) as promos would usually come out at these times.

To order a SIM card, one can go to GOMO!'s website or to one of its partner merchants like 7-Eleven, Lazada, Metromart, The SM Store, and Ministop amongst others. Topping up credit is available via GOMO!'s mobile app.

DITO Telecommunity[]

DITO telecommunity

The long awaited third operator has been launched in 2021. The network started in a few cities and is expanding. The current coverage can be checked in the coverage list. Median download speeds on Dito are rated at 19.53 Mbps (by Ookla Speedtest, November 2023).

Availability[]

The SIM cards are available from the DITO partner stores, as well as online from Lazada and Shopee. DITO keeps a list online of compatible phones that have VoLTE technology as the network is only available on 4G and 5G. Currently DITO has promotions on cards purchased online, but the regular card bought in the partner stores costs 40 Pesos with 1 GB of data for 7 days on activation. Other promotions and data charges will be announced on October 1st 2021. The SIM is managed with the DITO App, which also includes the mandatory registration of the SIM card.

Packages[]

A starter pack of ₱39 can be purchased at authorised dealers. It includes 3 GB of data, unlimited calls to other DITO users, 100 minutes of calls to other mobile networks, unlimited SMS to (all valid for 15 days). In addition to the data from the packages listed below, subscribers can receive bonus 2 GB for activating the DITO app for the 1st time (valid for 7 days), 2 GB for updating their profile via the DITO app or website (valid for 7 days), 3 GB for purchasing Level-up packs (one-time only, valid for 7 days, and 1 GB for each time (up to 12 times) for purchasing Level-up packs.
